CCM 4.1.3 and Fedora Directory Server

Hello Folks
I have installed successfully CCM 4.1.3 on a generic PC. Now I have a Fedora Directory Server being used as DC but I cannot add users nor I change the following options:

Telephone Number
Manager User ID
Department

Error on Add New User:

Error
The following error occurred while trying to load the requested page.

The phone administrator is currently not allowed to add or delete users. Click here to reload

Some idea or another recommendation
