CCIS Call Forwarding Issue

We are installing a new NEC8300 that is connecting via T1 ccis to an older 2400 IPX. In our testing we found that if a call is answered in the 8300 and transferred to an extension in the 2400, and the 2400 phone is call forwarded off site the transferred call will not follow the forwarding. We have looked through everything we can find, we even called NEC tech support and no one has been able to figure anything out. Anyone have any ideas, it appears to be a restriction issue because station to station forwarding works fine.
 
Check ASFC index 7 ,25 and 26. Also check route to route connection is allowed in ARRC.
