Yes, it is a Norton issue. Check your computer thoroughly for viruses/spyware/etc, as a virus trying to disable Norton may cause this issue.
Removing and reinstalling Norton should fix it.
I had this problem with Outlook once, and it turned out to be a new virus that wasn't detected. Since then we've upgraded to SEP 10.x/11, so I haven't seen that problem in a few years.

he "ccCommon.msi" error is related to the Windows installer service, and is most likely affecting your installation of Norton. This behavior can also indicate a possible infection on your system as well.
To resolve this issue, please click on the following link and follow the instructions to re-register the Windows Installer , and to then do a proper uninstall and reinstall of Norton.
After you follow through with the steps in this document, please restart your computer in Windows Safe Mode and then run a Full System Scan with Norton.
