CC: a meeting request

Is there anyway to cc: someone a meeting request. The person does not want to be invited optionally or otherwise, but simply wants to know about the meeting.

Not automatically. You could include yourself as an invitee in addition to being the requestor. When you get your own notification, just forward it to this person. Neither elegant nor sophisticated but may work for you.
