Cause Code 102 "RECOVERY ON TIMER EXPIRES" ?!?

This is a last try situation.. We have exhausted alot of effort trying to figure this out..

We have a lucent 5ess providing a pri to a customer who has a Telrad PBX. They have customers complaining that when calling into certain numbers, at certain times, they get a fast busy or nothing at all happens and the line just sits their open..

We have taken a TTC Firebird 500 and captured 'D' channel information, and decoded it. We are seeing a cause code of '102' which is a "Recovery on time expiry" code.. What does this mean exactly?? Has anyone had the cause code and were able to get the problem fixed. Any information would be great.
 
Woulde need to see the entrie call setup sequence and determine who said what. Got to see who terminated the call and gave this cause. The first octet tells you who originated the cause code (e.g the far end, the network, the near end CO or the near end equipment.

This cause code will be given under a vareity of situations, but one scenario would be that the TA tells the network it sees the calls but then never accepts it. In that case the CO would eventually release the call.

COuld well be the Telrad is simply over loaded, or has some over flow route that goes nowhere and simply ignores those calls.
