Would it be possible to make a program catch specific keystrokes when minimized or when another program/application has Control?

Use hooks. the code is too great to post here, you'll have to look it up.
There is a component from under their downloads->freeware, or maybe their source. it's a free component that catches keystrokes in other applications throught the use of hooks and so on. it's what you want without the insane hassle of making it yourself.
