If it's online, use PHP ( and call it from the SWF.
If it's local, you can build an AIR app to do that.

Flash has no capability of listing the local directory contents. That's why AIR was invented 
If you don't want to use it, then you need to tell Flash what to list up. You can do so by manually writing an XML doc, for example. (Not dynamic and not very elegant...)
