I am planning to install cat5e in order to create a network around my house.

Does anyone know where I could find some information on rules and regulation regarding how to install cat5e in environment with electrical cabling and appliances?
For example someone told me that the distance between electrical installation and cat5e cables should be no less than 12 inches!

You want to keep all your data lines away from electric and flourescent lights due to EMI. You might try tiaonline.org or bicsi.org.

I have spoted some standard docs on these websides
They are very expensive - $300-400
It seems these manuals are not freely available?
 
The actual standards documents are not free.

Any of the vendors usually have some guidelines to help you intstall their products correctly. You can also find info on
Books (they cost but are cheaper than the standards docs):
