But I thing that is no fault and no correction exist (maybe for special market)
OPT=N means that is non-dialed connection and in consequence NDC number is not analyzed by Category restriction. D3D4 & D5D6 position in TRAF (Extension category) are ignored.
But TRAF position D7D8 traffic connection matrix is analyzed .

As i think about it this must be constructed that way
from the start as the normal intension to use spexi is with a complete b-number thats entered by an
md administrator.
That way the spexi is controlled by the customer himself.
The designers of the function may not felt that it was neccesary to add code for tcd analyzis for this reason.
I can only think this is the reason for that behavior .
Later it has been popular to make an NDC to 0(access code)
for faxes and such .
So it ends up to be the md technicans responsibility
to inform the customer about the negative side of
this usage.

The answer is that you cannot control cdcat data
when spexi is set to access code .It will be open for
all numbers as no numberanalyzis is done .
(this is that negative side i mentioned)
