Turning off CAT will not keep users from changing features using Access codes or feature keys. But this is how its done.
1202>STA#>AABB the BB is a class the phone is in most useres are in 15 (Default).
1556>BB> set this to a 0
remember that the station you want to allow programming from should be in a different class in 1202.
