Can CAT mode be turned off on all phones except the phone in the phone room so people can't accidently change the programming on a phone? I have a problem with users accidently changing key programming not necessarly in CAT mode but with the feature key.

Turning off CAT will not keep users from changing features using Access codes or feature keys. But this is how its done.
1202>STA#>AABB the BB is a class the phone is in most useres are in 15 (Default).
1556>BB> set this to a 0
remember that the station you want to allow programming from should be in a different class in 1202.
