CAT a file to read 80 characters per line

Hello -

Prob an easy question but I am a neophyte with this stuff.

I am trying to take a file that is one single very long line and write it to another file ONLY this new file that is 80 characters per line with a carriage return. Any ideas on how I can create a CAT command that takes File A and Cats it to a File B that is 80 Characters per line with a Carriage Return?
