What is the technical difference between Cat 5 and Cat 5e wiring.

Not much, just a few added specifications. Most installed Cat5 will pass a Cat5e test.

Another difference is that cat5 is no longer being produced and has been replaced with cat5e as the basic data cable.

And,yes,most existing cat5 will pass if it was terminated correctly,even if tested using cat5e specifications.
