cascading single digit menu

I am trying to setup two layers of single digit menu's, to address some language issues. The structure needed is as follows (and the french not perfect yet...):

menu 1: for english press 1, pour francais appuyer 2

choice 1 should present:
menu 2: for product A press 1, for product B press 2

choice 2 should present:
menu 3: pour produit A choisir 1, pour produit B choisir 2

Chosing 1/2 in menu 2 or 3 should xfer to a internal (or external) number

I've set this up but sofar it only works when I chose 1 in menu 1, if I try to press 2, I end up in a loop, going back to menu 1.

I have an Octel 200 connected to a MD110 pbx (BC12).

Any suggestions greatly appreciated.
