Cascading html/css menus wont show over flash file

I am designing a site with dropdown menus coded in html/css, the same type of menus that are all over the web. They were displaying fine when I was using a placeholder jpg where the flash animation would be, but when I
loaded a test animation in that spot, they wouldn't come up over the animation. Does anyone know how to fix this? Are flash animations always the topmost layer of the page? Is there anyway to change this, I am on a deadline and this is a nauseating roadblock.

i think due to the active x they are always the top layer..i think..

Nevermind about the question, It turns out that it is a setting in the publishing settings where window must be set to "opaque windowless" or "transparent windowless".

It works like a charm now.
