Cartoon Effect ?

Does anyone know how to take a regular (jpg)photo of a person
and make it look like a cartoon (outlines and solid colors). I
have seen this before in a PS tutural but I forgot where.

That should get you started. DN is very good and knows what he is talking about. It's not really a tut on how to convert a photograph into a cell shaded cartoon, but it's pretty close.

As for the photo, try reducing the number of colors in your pic, use the lasso tool, stroke, and go from there.

It'll be a lot of work.
