Carrier changed to NI2 now 311,411,911 does not work

Bell carrier had to move their PRI loops off of a 5ESS to a DMS500. So I naturally waited to see what would happen, well the B channels came into service and D channel was up, except I could no longer dial 411,311,911, or any 7 digit dialing.
Until I changed the "call type" in the ars ana form to LOCL.
which is fine but now I cannot use the ALRT call type.
How exactly does "call type" affect the dialing?
