capture streaming video

Hi,

I am developping a 'digital mirror' (32 inch tft) for a shop interior.
How do I capture a video stream with a webcam and have the stream buffered so that a time effect is created?
Furthermore we would like to 'tape' short clips from clients and so they
will be able to view what they tried and also make them available on
a website, preferably in a swf-format.

I have basic flash knowledge and design furniture and interiors.

Who can help me out or devellop the above mentioned.
