Capacity issue

I need some guidance on figuring out what is going on with my hard drive.

I received a new hard drive because my old one was showing that 125GB out of 250GB were bad sectors via CheckDisk; although, Hitachi's Drive Fitness Test found no issues. Tried to reformat but during the reformating process to delete the partition it still only showed 131GB!

Replaced the old HD today, and put in the Windows XP install disk for the first time. It still only showed 131GB on a 250GB drive!

I installed anyway and checked the properties of the HD and there it shows 124GB of free space. No other partitions are listed.

I did a quick scan with CheckDisk and at least it shows no bad sectors.

I am not a computer guy so is there something that I am missing?
 
Cool. I bought the computer with the 250GB hard drive and honestly I do not remember checking it before I noticed the 'problem.'

I was hoping that it was something with my BIOS or SP1/SP2. I will try those.
