Can't view photos

I have two clients that can not view the jpg photos that have been bound to a form. One uses XP and the other uses Windows 2000. The person using 2000 used to be able to view them but can't now and does not remember making any changes. The one using xp has not been able to view them since he upgraded to xp.

On the computer using 2000, the files would try to open in Paint and we changed to application that opened the files and still all we get in the window where the photo is supposed to be is the application icon. If the client goes through explorer, the photos open just fine. When I open the photo through the Access form, they open fine even if I change the application that opens the photo.
