Can't use Visual Database Tools

I am using VB6 Enterprise edition connecting to either Access or SQL server databases. I click the Data View icon, and set up new data link connections perfectly ok, test the connection, can see the data in the tables, but can't open the Query designer or table designer...I'm just not given the option. Can anyone help? Please note that I'm NOT talking about the Data Environment Designer.
