can't unlock server group

We have NAV corporate 7.00 edition on windows 2000 server .When I try to unlock server group I have the following error message:
"Can't communicate with the server group"
I have tried to stop and start certain cervices, but the same problem still exist.I have tried to uninstall and then reinstall NAV server but the same problem still exist.
What to do ???

Are you sure you have network connected??
If so, try clearing the server group cache and rediscovering them all.....that is what is recommended by Symantec.

If that doesn't work, post back and we can try something else.
