can't transfer to CDN

BCM 400 4.0 Incoming external callers to our ACD queue are ok, however all of a sudden we cannot transfer external callers to our ACD queue. So for example, customer calls, talks to somebody, then asks for support department, we press transfer dial CDN and you never get ringback to know you can hangup.
