Can't Telnet port 25

Hello.....
Question, would having a problem with my MX records prevent me from Telneting to port 25????
Having a problem with in coming e-mail(Exchange 5.5 on Win2k server) Sonicwall firewall TZ170 seems to be working.
Not sure what else is the problem.
Contacted my ISP, and there still working on what might bethe problem.
