cant start up missing operating system

dear guys i have windows 95 and it wont start up it says its missing a operating system. I tryed windows setup but after I put in the rescue disk it asked for batch file what do i do.
 
It sees something but it does not recognize what it is. Has something changed in your BIOS setup versus your hard drive? I see this in my system when the BIOS parameters are set to CHS instead of LBA for example.

If you boot from a floppy, can you see something on the hard disk?


 
I had the same problem on my W2K Server. Neither drive was recognized. I tried booting it about 5 more times. The 5th time, it booted normally! Then it crashed.

I have ruled it down to either a bad motherboard, or a bad PSU. I'll take it apart to see if there are blown capicators (normally flat-headed, but rounded if blown) which would mean a motherboard (there was a few power outages here). Then I'll try a new PSU.
