Can't start OS because of hard disk.

-I can't start my OS (windows & DOS) even with startup disk.

-The system is not responding as soon as it try to load files from the hard disk. I isn't stop responding actually, it respond wih Alt+Ctrl+Del.

-The same thing happened even if I entered the startup disk. It will only succesfully load the startup disk if I removed the hard disk from the PC.

-The hard disk can't be formated because the system can't load any OS if I plug in the hard disk.

-Is that mean that I can throw away the hard disk?
 
Generally it is an indication that the BIOS is having a hard time identifying what is attached to the M/B. The fact that it appears to hang up indicates that it is finding something, just can't tell what it is.
Sometimes it is becuse tha hard drive is fried. Sometimes because the CMOS specs are corrupted.
Do you have a bios that will auto identify hard drives?
And let it try for 15 to 20 minutes. It may error out with some message. Ed Fair

Can you get into your bios to see if it detects the HDD? do you have another computer to test the HDD in? or another HDD to test in this computer? Its best to do these things to eliminate what's not the problem in order to help narrow down what IS the problem.
 
If your boot sequence is set to boot to fdd first, than it shouldn't give the hdd a chance to interfere, and you can just format c: /s from a boot disk with format(backup any important files)
