Can't Start MSSQLServer Service

Help !

I can't start the MSSQLServer service. When I try and start the service I get a 2140 Error and the following in my event log :
The description for Event ID ( 17055 ) in Source ( MSSQLServer ) could not be found. It contains the following insertion string(s): 17130, initdata: no memory for kernel locks.

I have tried starting the server with sqlservr -c -f as per instructions from microsoft and changed some of the sp_configure settings (tempbd and memory), but this didn't work either.
I have also ran a Registry Rebuild for SQL but still no joy.
