Can't set up new user in Outlook '03

I am trying to set up the email for a new user on an xp pro machine with outlook '03 and connecting to the exchange server. When I open Outlook for the first time it brings up a box showing that it is "migrating account settings". It then errors out and says outlook is not connected, Retry, work offline...

This isn't the screen I normally get when I open outlook the first time. Usually it asks me if I want to set up a mail account, and then asks which kind, (exchange, smtp, etc). Does anyone know what could be causing this???

Here are some more observations:

I tried setting up outlook for the administrators account (which hasn't been set up yet either), and I get the same problem.

I have deleted the user from the PC and readded him, and still get the same results.
