Can't set up Internal Zone Paging - SV8500

Trying to make this work on the SV8500. After I create a group, and try to "page" it from a phone, meaning, an announcement is made from one phone to many, only the phone that's last in the group goes into voicecall mode. The rest just blink and say "PG" on their screens. As opposed to all of them making the announcement.
These are all DT700 IP phones...

Any idea why not all of them makes the voicecall announcement?

With DT730CG/DG phones with release 1.0.3.0 or higher you can have four phones in an internal zone page. There is a procedure using the VS-32 to have up to 24 phones when software level is S7-02.03 or higher.

Oh no. That's bad news. Although the test group I had set up had 2 phones in it. Still only one was making the announcement... And I definitely don't have a VS32. My software is S8.
