Can't set speed on new GigabitEthernet interface card 1

I have a Cisco 3845 router running 12.4(24)T. This router came default with two GigabitEthernet interfaces. I was using one as my LAN connection (inside) and one connects to a 100 Mbps Ethernet circuit from my ISP (outside). I am adding a second 100 Mbps Ethernet circuit for diversity and additional bandwidth, but needed to add another interface to support it. I purchased an HWIC-GE-SPF card and a GLC-T RJ45 GBIC. My root issue seems to be that I can't find a way to hard cord the speed to 100 (default is 1000). I ran a 'no auto negotiate' and currently the interface reads 'Full-duplex, 1000Mb/s, link type is force-up, media type is T' My ISP thinks this is why we can't get the new circuit to come up.

How do I get that speed changed, or did I not get the correct hardware to accomplish this?
