Can't sent attachment when replying in Outlook 98

Can anyone help with a most irritating feature of Oulook 98. If I receive an attachment via email in Outlook 98 and then modify when I hit the Reply button the attachment is not sent with the rest of the message. All that appears is some text where the attachment should be. I have to hit the Forward button and reenter the senders address and then the attachment is sent. I have trawled my way through all the Outlook settings to find an option that I can use but to no avail.

That is by design. Attachments are never included in a reply function. joegz
