Can't send/receive outside emails

Newly installed 5.5. Able to send/receive emails to inside users mailboxes. Sending emails to outside email address get error message "No Transport Provider Available". Also can't receive from outside email address. Our ISP in California hosts our domain, local ISP is used for DSL connection. Calif ISP has tested their setup and says ok, they redirected one of our email addresses to outside address and was able to receive test email that they sent.

I'm stumped. Pls HELP.
