Can't send config to 412 unit 1

I have a 412 running 4.1.15 The customer gets the following error when trying to send (merge, when free,.etc..)the bottom task bar says 10%sent then an error of "failed to save data. (error code -2)".the issue has been escalated to Avaya after trying everything that everyone else has thought of. Any ideas?
 
Have a look here, to solve it back it up default it and load the backup file.

Thanks for the input guys, the customer "turned on" a Qos setting in the their Nortel switch and that was blocking us from sending a config. We are going to work with the network vendor this week to see what was happening. I will let you know.
