cant see the quick launch

Hi,

I have MOSS installed and have created a team site under it.
I want to edit the quick launch nav area. Everywhere I read says go to site setting\look and feel and i will see a section called "top link bar"

i cant see it + i cant see the "quick launch bar".

is there a setting i need to alter.
