If I put an image on a blank page I can put text on top of it. However, if my image is on top of text and I've used text wrap I can't put text on top of it, even using another layer. When editing the title in story it always shows overset. I'm trying to put text on the inside of the image to identify parts of it.

Got the answer off another forum:
The photo must have had a text wrap applied to it even if you say that, now, the text wrap feature is off. Select your photo and look in the text wrap palette, I'm quite sure there is a wrap applied to it.
And even if there is a text wrap applied to your image, it is possible to override it by selecting the text that would go on a "wrapped" image, go to Object/Text frame options and select "Ignore text wrap".
