Can't run DBMGR - Get a "Fail to execute RDSMODE.EXE"

In DBMGR when I try to Check, Repair, or Pack a Database (any Database). I get the msg saying this operation will put the databse offline..I hit ok. AND bam I get a DBMGR error. Fail to Execute RDSMODE.EXE. Any ideas how to fix this one?
