Can't run 16-bit windows program "cannot find file......"

We are having trouble installing software on the windows 2003 systems. The win2k ones are fine!. The software unpacks files in the temp dir.

Normally we have to reboot, then we have a window to install a few programs, then it fails with......

Running via a session using remote desktop......

Can't run 16-bit windows program....
cannot find file C:\DOCUME~1\laverym\local settings\temp\2\pft1B~tmp\setup.exe (or one of its components). Check to ensure the path and filename are correct and that all required libraries are available.

If we create a batch file and set the temp dir to C:\temp this seems to work better, however we still need to reboot after installing a few programs.

The files in the temp dirs do get created, however they disappear quickly. We tried via the console....no different. Logging out and in doesnt help. Only reboots.

Any way to get round this??.
