Can't rotate text 90 degrees - help!

Whenever I rotate a text box in CS, the orientation of the type always rotates itself back to the original angle (ie baseling of letters always remains parallel to the bottom of the page - instead of rotating 90degrees)

How do I switch this feature off? I know it can be done, because I have some text boxes which are already behaving this way.

Select the text box, then select the "Free Transform" tool from the floating toolbar. You should be able to grab a handle on the text box and change the orientation.
