Can't resolve IP Address to Netbios Name

At work, we have a win2000 workstation logging onto an NT4 Domain. The workstation uses static IP address. I can ping the IP Address of our exchange server but not its netbios name.What could be the problem here.
The IP,subnet, default gateway and Wins addresses and exchange server name are all correct. I've also added the IP address and netbios name of the exchange server to the LM hosts file in the workstation but this did not work.
 
Add the IP address and Netbios name to the hosts file. If you are not running DNS then add entries into your hosts file. The WINS should fix this issue. But if not add the entry into the hosts file located in the same directory as the lmhosts. James Collins
