Can't Resize Outlook 2003

I have Outlook 2003 installed on my PC at work and every time I click the resize button, the program minimizes to my taskbar. I can't click on the taskbar icon to restore it. I have to right click and select maximize, at which time Outlook maximizes. It also looks like it's minimizing to a point on my desktop, but it actually minimizes to the task far. I've called the help desk and they had no idea how to fix this. Also, I recently got a new pc and it's still doing it, even though I'm on a new pc at work.
