Can't remote into 2003 Server

I have a Windows 2003 server that we were able to connect to it using remote desktop and/or terminal services until about a week ago. While I was on vacation, I got a call that they couldn't connect. Don't think anything was done to server while I was gone (updates, etc.)
Here's what I've checked:
Remote Desktop is enabled in System Properties
Have tried to connect by name and by IP, neither work.
Can ping the IP
Server firewall is off; no changes to hardware firewall
Nothing I can find in event logs
Have tried several logons, but mine is Enterprise Admin, so should work
Restarted server
Port 3389 is NOT listening, but TS registry settings point to port 3389

I don't know how to get 3389 to start listening again. I can use remote desktop and terminal services on all my other servers.....................Any ideas?
 
Has anybody changed the port number, changed the settings on RDP-TCP protocol?
 
No, just double checked; no changes there. Settings are pretty much identical to my other servers.
 
Did you reboot that server?

I'm Certifiable, not cert-ified.
It just means my answers are from experience, not a book.
 
Make sure the registry key HKLM\System\CurrentControlSet\Control\Terminal Server\TSEnable has a value of 1. I've seen times when RDP was enabled on the System Properties box, but the registry value was 0.
 
TSEnabled is set to 1, TSUserEnabled is set to 0
