Cant' Recieve inbound calls from outside of MICS4.0

I have a MICS 4.0 system. On my handset, I am not able to recieve calls from outside of our MICS network, nor am I able to recieve direct calls from within the company. I can only be reached as a transfer call. I can call anyone from within the MICS network or to anyone outside of the company. I checked the maintenance > Ports/DN status to see what was my problem. MY M7310 is assigned port number 0405 and I programmed it to use DN 423. When I checked the port status, it lists as follows:

P0405:423
Device >B1 State

When I select the Device option, it lists as follows:
P0405:None

When I select the State option it lists as follows:
Unequipped
Disabled OK

When I disable and reenable, nothing changes. How do I get my phone to change the port status to change from Unequpped to Idle.

Press feature * 0, intercom (say 423?) view (say 0405?)
If you are correct with port and DN try turning off set relocation and try another phone to see if its a bad port or not..also copy programming from the DN it used to be to x423.
It will not say Idle untill it see's a set there so it might be a flaky set? but try above and let us know
