can't receive local user mails if not running as daemon

sendmail version is 8.12.10 or 8.12.8;
OS: Red Hat 9 or RHEL 3;

When not running sendmail as daemon, mails to localhost users such as root or any normal users were sent successfully but stayed at clientmqueue and the intended users can't receive mails. Did "service sendmail start" the mails were flushed and sent/received ok.

Question:
How to receive these mails without running sendmail as daemon?
