Can't reach (telnet) fax server for remote admin

Here's the deal. I have a fax server on the network. it is unix, it runs tcp/ip and has a static IP address. I have made it available in the firewall config - all ports from any address. I can't ping it from outside our network, though it is reachable by ping and telnet from inside. I can get to it from outside by first hitting another unix (ftp) server on the same subnet and then jumping accross. I have tried from three different points outside our network. I need to give access to vendor tech support to administer the fax server remotely. Dial in is not an option right now.
 
Uh, is your outside IP address in the range and your subnet identical
to the subnet inside the network?
