Can't Prowrap a Recently Added Extension

I've successfully added the extension BLT such that I can use the cmd package require BLT in my script. (used notes from

http://www.scriptics.com/doc/howto/probuild.html)

However, I can't get it to Prowrap. I've checked the documentation, possible solutions deal with: -uses cmd or -executable cmd ...
also, one of the first things I need to determine is whether or not the BLT extension is statically linked or dynamically linked ...how do I determine this?
