Can't program 802.11a on Avaya 6140

I have two of the Avaya 3645/6140 handsets with black face - both have the same Avaya Comcode # and firmware in yet one I can program as Reg Domain 01 802.11a and the other I can't... always stays as b/g.

Any ideas?
