Cant Ping server ( via VPN) after server reboot

OS = Windows SBS 2003
Internet & VPN have been configured using the wizzards in SBS.

As it stands VPN works fine as default until the server reboots.
after that reboot the vpn still works and the client is given an ip address, also you can see the client in the RAS manager mmc.
The fix is to change RRAS to give out ip addresses from a pool.
Then the next time the server reboots the same fault presents. the fix then is to change RRAS back to allocate ip addresses from DHCP

and this goes on and we have to change this setting each time to fix.

Have ran CIEW & RAS wizzards and even changed the server IP using wizzard > Still no good.

Any ideas on a fix please?
