can't originate a call

Merlin Magix 2.2 V7.2 KEY

MLX-16 with 5 CO lines assigned, can answer but can't get dial tone to make a call! The customer has just been given SPM and was making some changes to her phone.
The extension is unrestricted in software and the lines have been removed and reinstalled.

Any thoughts?
