Can't open .jpg files in Photo Editor and Paint

I can't open .jpg files in Photo Editor or Paint, when I try to do it I get a textbox with the text: "File is damaged or incomplete".

When I'm opening these files in the Internet Explorer it working well.

Is there anyone who can tell me how to solve this problem?

When you open it in Explorer, right click and save the image as something. Then try again in paint.
