Cant Open Corel Photo-Paint, Unexpected Condition

What OS are you running? In Win XP you could try to do a System Restore to a time when the App was functioning properly.
I have had errors similar to that in the past and I have ended up (un-installing then re-installing)I am not sure if that is the best "fix" but it has worked for me.
