Can't open ADUC

I can't open ADUC or even ping Local host. My NIC card is fine because I can remote into this Server. When I try open ADUC I get Naming information cannot be located for the following reason: The server is not operational.
I can't open anything else (site and services, etc)
I have removed and reintalled DNS and that did not help.
I am running Windows Server 2008 R2 x64
Any ideas would be appreciated.

if you remote into the server and try to ping your internal domain name, what happens?

What if you run DCDIAG?

I can ping the localhost and other server. When I did a netdom query to see the fsmo roles I get the specified domain either does not exist or could not be contacted.

If you ping your internal domain, what does it resolve to?
